SSEK Hosts Briefing on Indonesia’s Updated Risk-Based Business Licensing Framework
20 November 2025

SSEK Law Firm hosted a client briefing on Regulation No. 5 of 2025 issued by the Ministry of Investment / Investment Coordinating Board (BKPM), the key implementing regulation of Government Regulation No. 28 of 2025 that updates Indonesia’s risk-based business licensing framework through the Online Single Submission (OSS) system

The session was moderated by SSEK partner Stephen Igor Warokka, with senior associate Bima Danubrata Adhijoso serving as a featured speaker.

We were also honored to welcome Bapak Dendy Apriandi, Director of Investment Deregulation at the Ministry of Investment / BKPM, who shared valuable perspectives on the implementation of the new licensing regime and its practical impacts for businesses.

The briefing highlighted several changes under the revised framework, including:

  • streamlined licensing workflows;
  • enhanced compliance and supervision requirements;
  • updates to the administration of investment facilities; and
  • transitional provisions affecting both existing and new businesses.

The program concluded with an interactive Q&A, engaging participants in a discussion on how to navigate Indonesia’s evolving investment and licensing landscape.
